Dagupan cited for quality management and innovation

Dagupan City was unanimously voted this year’s recipient of the special citation for quality management and innovation from among the country’s business-friendly local government units during the 35th Philippine Business Conference at the Manila Hotel last October 21.

City Mayor Alipio Fernandez Jr. expressed elation over the recognition, affirming that the shared efforts of the city government and the private sector have made Dagupan more conducive for business and trade.

“Together, we have laid out a blueprint for embracing innovation in public governance and improved delivery of public service,” he said.

City administrator Alvin Fernandez said prized practices included participatory planning and budgeting initiatives, budget transparency activities, as well as inventive partnerships between communities and local government for local development projects, including the creation of the Dagupan City Citizen’s Charter, the first in the whole region, beating all other local governments units.

“We have adopted innovation as a discipline in the organization, and created a culture where anyone can contribute ideas – employees, partners, residents, nongovernment organizations and other government functionaries in order to produce successful new processes and practices on regular bases,” he said.

Mayor Fernandez expressed hope that the shared enterprise of the city government and the business community, which has just been rewarded with the citation, will inspire their peers and encourage them to do even better. (CIO/RR)
