Deadwoods in Capitol given another chance
LINGAYEN–The provincial government decided to retrain 124 unskilled provincial government employees, considered as “excess employees” who had no skills and were without specific functions, and make them productive instead of terminating them.
Today, these employees, who were hired by past administrations and would have been laid off for being unproductive, have been redeployed to various offices after completing their short courses on caregiver and housekeeping, encoding and computer operations and PhilHealth processing.
Their training was made possible under the Employee Development Program of Gov. Amado Espino Jr.
Janet Asis, acting head of the Human Resource Management Office (HRMO), said the most of “graduates” were classified as “excess employees” and they can already be laid-off but the governor opted to develop their skills so they can be utilized by offices that need most their newly acquired skills.
Espino, in his message to the graduates, said that with their new skills, more opportunities are now open to them especially including overseas employment.
“Look at yourself beyond where you are now at the provincial government. There will be more opportunities to come now that you have acquired these new skills,” he said.
A number of the ‘graduates’ visibly became emotional during the graduation ceremonies and expressed their gratitude for their new skills.
The governor reiterated his vision for an efficient bureaucracy administration even as he cited the 68% allotment of the province’s budget for personnel services instead of only 48 percent as prescribed by regulations.
There are 1, 300 non-permanent employees and 1,900 permanent employees. #
