Summit on Children’s Rights July 4
LINGAYEN – The advocacy to promote and protect the universal children’s rights will get a boost here when legislators from twenty-one provinces meet her on July 4-6, 2006 for the first “North Luzon Legislative Summit For Children”.
To be held under the auspices of the United Nations International Children’s Emergency Fund (UNICEF), the summit will discuss children’s issues and concerns
The summit to be attended by officers and members of these leagues from regions 1, 2, 3 and Cordillera Administrative Region (CAR) will be held at the Narciso Ramos Sports and Civic Complex.
Vice Governor Oscar Lambino said legislative leagues like the League of Vice Governors of the Philippines, Vice Mayors League of the Philippines, Provincial Board Members League of the Philippines and Philippine Councilors League will join hands with UNICEF on the advocacy.
Dr. Nicholas Alipui, UNICEF representative and House Speaker Jose de Venecia Jr are expected to lead guests in the formal opening on July 5.
The summit will seek to make legislators understand what it takes to be a child-friendly local government unit and commit to the passage of the Four Gifts for Children particularly the Local Children’s Code before the 2007 elections.
The participants will be expected to come up with a local legislative agenda for children and to recommend legislative measures to Congress.
Lambino said Pangasinan will adopt its own Children’s Code “to ensure the well being of our children in the province”.
Among the topics to be discussed include the state of children in regions 1, 2, 3 and CAR, the convention on the rights of the child and the Four Gifts for the Children, early childhood care and development approach and child-friendly school system, comprehensive health and nutrition strategies for local government units, child protection issues in Luzon, HIV/AIDS and potentials of local legislation for children and sources of LGU financing. – EVA
