Flooding to continue despite Agno project

LINGAYEN–Relief from flooding is not coming soon to residents in the eastern towns of Alcala and Bautista despite the construction of the Agno River Flood Control System.

Engr. Fidel Ginez, project director, said work on the flood control system is still ongoing and its full benefits have yet to be established.

He said floods in fact are expected once they close the Agno River in the last week of September or first week of October, and warning notices have already been sent out to the affected barangays to prepare for this.

Speaking before the provincial board, Ginez explained that phase 2 of the projects involves four contract packages with packages 1 and 2 for the main flood control components, packages 3 for the social development components, and package 4 for the bridge component.

Packages 1, 3 and 4 have been completed while package 2 is 73.44 percent as of August 25, 2009, he said.

Members of the provincial board invited Ginez last week for the Question Hour following the severe flooding suffered by farmers in Bautista as well as in the towns further north, San Nicolas and Sison, due to Typhoon Kiko.

One death was reported due to the flood.

Classes in Sitios Namolan and Cuarenta were also cancelled, as majority of the students could not go to school due to flashfloods.

Ginez stressed that the project is aimed at increasing the flow capacity of the river stretch to cope with a 10-year probable flood.

He said the channel going to the Calvo Bridge in Bayambang town would only be limited to 25 percent discharge of floodwater while the remaining 75percent will be diverted to the floodways that affects mostly Bautista town. #
