Dagupan remains peaceful

DAGUPAN CIY remains peaceful and orderly despite the fact that three of its 31 barangays have yet to be cleared of illegal drugs.
This was the report of Supt. Edgar Basbas, the city’s police chief, to the City Peace and Order Council last Tuesday.
The three barangays still affected by illegal drugs are Bonuan Gueset, Tapuac, and Calmay.
Basbas also said that despite the reported resurrection of jueteng in several towns and cities of the province, Dagupan city remains jueteng free.
He said this was made possible by continuous and close monitoring in the city to ensure that no operator is able to revive his operations.
Basbas was earlier commended by Mayor Benjamin Lim and Archbishop Oscar Cruz for making the city jueteng-free.
Lim, in an earlier memorandum, ordered the Dagupan Police to be vigilant and exert more efforts to prevent jueteng from operating again in the city.
However, the PUNCH received reports of a number of “kobradores” still making the rounds in the barangays collecting bets ostensibly for the lotto and EZ-2.
As Basbas vowed to sustain the preemptive efforts to maintain the peace and order situation in the city which he described as “very manageable,” he said there have been no high profile crimes in the city but only petty crimes, such as cellphone snatching.
In the same meeting, Dominador “Boy” Rayos, director for student affairs of the University of Pangasinan, reported the increasing violence perpetrated by members of school fraternities in and outside the campus.
He asked the SP to pass an ordinance regulating fraternities in the city who continue hazing practices as part of their initiation rites.
Rayos, together with Dr. Gonzalo Duque, president of Lyceum Northwestern University, expressed frustration over the apparent indifference of the city council to the educators’ dilemma.
Both said the passage of an ordinance is imperative and urgent because many students are being lured into these organizations that have become cradles of violence and hooliganism in the city.
Meanwhile, three policemen here were recommended for dismissal for negligence of duty.
Basbas, however, refused to identify the three policemen as they are in the process of filing their appeals in court.
He said all three have returned to civilian life and will only be reinstated to their posts if found not guilty by the court. – AQL
