Arcinue, Shahani have most absences in SP
FIVE HAVE PERFECT ATTENDANCE
LINGAYEN–Five members of the Sangguniang Panlalawigan (SP) led by its presiding officer, Vice Governor Jose Ferdinand Calimlim Jr., scored a perfect attendance in a total of 74 sessions for the past two years from July 2010 to July 2012.
During that period, the SP conducted 69 regular sessions and five special sessions.
Those with zero absences are Board Members Jeremy Agerico Rosario of the 4th district, Angel Baniqued of the 3rd District, Von Mark Mendoza of the 2nd District and Clemente Arboleda of the 5th District.
On the other hand, leading in the number of absences are Sangguniang Kabataan Federation president John Christopher Arcinue with 18, followed by SP Member Ranjit Shahani of the 6th District with 17, Teofilo Humilede Jr. of the 5th District with 14 and Generoso Tulagan Jr. of the 3rd District, 11.
SP Members Danilo Uy of the Fifth District had only one absence while SP Members Raul Sison of the 2nd District, Mojamito Libunao of the 4th District, Alfonso Bince Jr. and Philippine Councilors League of the Philippine Pangasinan chapter president Salvador Perez had two absences each.
Perez took over from Manaoag Councilor Isabel Villlacorta only in October 2010.
Liga ng mga Barangay President Amadeo Espino had three absences while Napoleon Fontelera Jr. had four.
Majority Floor Leader Baniqued said the SP set of rules and procedures imposes a fine and penalty to SP members incurring four consecutive absences but not one was ever fined because those who have been absent for three consecutive sessions would usually attend the next one.
Baniqued supports the need to amend the SP house rules to address this.
The attendance record was released to newsmen Wednesday by the office of SP Secretary Verna Nava Perez.
