Guv calls for ban on plastics, spitting

LINGAYEN—The provincial government goes on the offensive in environmental protection in another front.

This time, Governor Amado T. Espino, Jr., who initiated the transformation of the capitol complex here, has called on the Sangguniang Panlalawigan to enact an ordinance that will ban spitting in the area.

At the same time, the governor urged the board members to pass an ordinance banning the use of plastic bags for dry goods and regulate its use for wet goods by business establishments and vendors, including government employees.

Both regulations, which also cover all government offices within the capital town, are contained in a proposed ordinance set for committee hearing.

In a letter on June 4 addressed to the SP, the governor requested the urgent passage of the proposal” in the attainment of our common goals and advocacies in environmental protection and be a role model to our component cities, municipalities and barangays…”

Under the proposal, business establishments and vendors will be fined, for first to third offense, ranging from P500 to P2,000 or community service; government employees will be reprimanded plus P2,000 fine or community service; and visitors will be fined up to P1,000 or community service.

Monitoring the effective enforcement of the ordinance will be the responsibility of the chiefs of offices, administrative officers of various buildings, parks and support services division supervisors, as well as the Solid Waste Management personnel of the General Service Office.—Eva Visperas
