Campus security seminar set June 23

FOLLOWING the brutal murder of a sophomore student of the Dagupan City National High School (DCNHS) on June 1, a campus security seminar will be held in the city on June 23 to orient school teachers, students, parents and the community on safety measures to prevent crimes.

As this developed, the principal suspect in the slaying of Madelaine Faith Goyena, 13, was reported set to file a case of illegal detention and police brutality against the Dagupan police.

The suspect, Dennis Escaño, 18, who was already transferred to the Bureau of Jail Management and Penology (BJMP) in Bonuan from the Dagupan Police jail, continues to deny his involvement in the crime maintaining that Madelaine was his friend.

Vice Mayor Belen Fernandez initiated the campus security seminar along with City Schools Superintendent Alma Ruby Torio.

The seminar aims to prevent a repeat of the violence that took place just three days before the opening of the new school year on June 4.

Resource speakers from the Philippine National Police Community Group at Camp Crame will brief the students and faculty.

Meanwhile, the vice mayor called on the Dagupan Police to start manning the newly-built Police Community Precinct near the DCNHS campus.

The precinct, built through funding from 4th District Rep. Gina de Venecia, was still unmanned when the killing of Goyena took place.

Fernandez also underscored the import of a Sangguniang Panlungsod resolution asking Mayor Benjamin Lim to assign some of the more than 400 emergency employees to help the police secure the DCNHS.

The government-owned DCNHS has a student population of some 5,000 and a campus area of about four hectares.

She called on the mayor to allocate funds for the purchase of closed circuit TV cameras for installation at the DCNHS and other public schools in Dagupan to help deter crimes.

DCNHS principal Erly Datario told Fernandez on June 11 that the school would benefit from additional security personnel as the campus has only one security guard posted at the gate and two roving security guards.
