POSTPONED TURNOVER—A disappointed newsman stares at the backdrop prepared for the scheduled turnover of command at the conference room of the Police Provincial Office wondering why it was cancelled abruptly. Senior Superintendent Rosueto Ricaforte was supposed to turnover his command to incoming OIC Senior Superintendent Mariel Magaway. Both officers and Gov. Amado Espino were a no-show. The turnover ceremony was postponed indefinitely for an undisclosed reason.
