Provincial Jail guard charged, suspended
LINGAYEN–A guard at the Provincial Jail was charged and suspended for allegedly offering a P25,000 reward to an inmate in exchange for killing another inmate.
Provincial Legal Officer Geraldine Baniqued, after a thorough investigation of the incident, initially filed an administrative case and recommended a 60-day preventive suspension on Provincial Jail Guard Marcelo Lopez.
Lopez has been given 10 days to respond to the charges.
Lopez, according to the investigation report, offered P25,000 to inmate Gilbert Diaz to kill another inmate, Felipe Quiliope.
On January 18, 2012, Diaz, accused of rape, did kill Quiliope, a suspect in a murder trial, by stabbing him several times using an improvised weapon.
Baniqued’s report reads: “Sometime on January 2012, while you were occupying the position and performing official functions as Provincial Guard of the Provincial Jail in Lingayen, Pangasinan, you convinced, enticed, induced, threatened, intimidated or coerced an inmate named Gilbert D. Diaz to stab and to kill another inmate, named Felipe Quiliope, by allegedly offering him monetary reward or consideration in the amount of Twenty Five Thousand Pesos (P25,000.00). And on January 18, 2012, on or about 12:40 pm, upon your instruction, Gilbert D. Diaz stabbed Felipe Quiliope several times in different parts of his body, with the use of an improvised weapon/icepick, which you provided. Contrary to law.”
The filing of criminal charge is expected to be filed by the police soon.
