Prov’l directors, cop chiefs directly accountable

STA. BARBARA– The days of finger-pointing and passing-the-blame are gone under the watch of the new regional police director.
P/Chief Superintendent Luizo Ticman, the newly appointed police regional director, has established clear delineation of functions in the campaign against illegal drugs making all chiefs of police and provincial directors directly accountable for specific illegal drug activities in their respective areas.
He made the chiefs of police directly responsible to him in the campaign against drug pushing in the streets.
“Kung may nagaganap na street-pushing, that is the responsibility of the chief of police. There will be no finger-pointing,” Ticman told newsmen
“It will be the provincial director who will be accountable if a drug laboratory is discovered in his area,” he added.
He pointed out that the police provincial director and the Regional Anti-Illegal Drugs Special Operations Task Group will focus on high-value targets or the so-called quality targets like the drug laboratories.
“There will be delineation of functions as there will also be shared responsibilities between us,” Ticman said.
Meanwhile, those who may have had a hand directly or indirectly in the operation of the dismantled shabu laboratory in Barangay Upper Bimmotobot in Naguilian, La Union and have not been implicated still cannot hope to rest easy.
He said investigators are still continuing the probe determining the culpability of others who are suspected to be behind the operation of the “shabu” (metamphetamine hydrochloride) laboratory that was raided by lawmen in June this year.
“The investigation is still continuing at Camp Crame,” Ticman said in a talk to newsmen here.
He said the probe is still ongoing even after cases have already been filed against several persons, among them police personnel, before the court in La Union.
As many as 26 police personnel from Region 1 have been called to shed light on the clandestine shabu laboratory.
Among those being investigated for involvement in the shabu laboratory included Superintendent Dionicio Borromeo, former chief of police of Dagupan City.
“We are assuring the public that the truth will come out and whoever was involved will suffer the consequences of his action,” Ticman said. “Those con-ducting the investigation are independent persons who will not be swayed by anything,” he added.
The busted shabu laboratory in Naguilian, the biggest lab discovered throughout the country the biggest drug haul ever scored by the police in the history of the anti-drug campaign, had drug precursors estimated to value more than P1 trillion in the market. -LM
