Row over excess casual workers in Urdaneta continues
URDANETA–The row over appointment of excess casual employees of the Sangguniang Bayan here is far from over.
Some legal experts in the city are now considering filing legal action against Vice Mayor Julio Parayno for using the Maintenance and Other Operating Expenses (MOOE) fund of his office to pay for the salaries of casual employees exceeding the number allotted.
Meanwhile, Mayor Amadeo Perez Jr. said he was surprised when told that Parayno refused to sign the ordinance appropriating P1.2 million as supplemental budget to pay for salaries for qualified casuals for the last quarter even after presiding over the regular session when the outlay was approved.
The session, attended by 10 SP members and presided over by Parayno, approved the supplemental budget unanimously.
“For reasons of his own, the vice mayor refused to sign the ordinance… (but) as far as we are concerned, the ordinance is valid and we are submitting this to the Sangguniang Panlalawigan for approval without his signature,” Perez said.
Perez wondered why Parayno refused to sign the ordinance when his appointees are actually the ones who will benefit from it.
“As far as I am concerned, the ordinance is valid with the certification no less coming from the SP secretary”, Perez said.
The P1.2 million outlay will cover salaries of 40 casuals only from October to December.
The original outlay in that office for the whole year was for only 60 casuals but 125 casuals in the SP alone reportedly drew salaries, —LM
