Decorp cuts power of 12 illegal structures
THE crackdown on illegal structures in Tondaligan Park and at the foreshore land of Sitio Silungan, Bonuan Binloc is finally seeing some action.
Dagupan Electric Corporation (Decorp) disconnected electric service of 12 structures last week using the letter of City Engineer Virginia Rosario dated Dec. 14, 2011 as basis for revoking six building and electrical permits that were determined to be falsified with forged signatures.
The 12 buildings were able to secure service from Decorp using building and electrical permits purportedly issued by the City Engineering Office.
Rosario stressed that the 12 are only those with falsified building and electrical permits and not among the 100 structures covered by mayor’s waivers that bore supposedly forged signatures of Mayor Benjamin Lim and City Administrator Vlad Mata.
“I have done my part by revoking the 12 falsified building and electrical permits and the ball is now on the mayor’s office as far as the supposed falsified mayor’s waivers are concerned,” Rosario said.
One of the structures disconnected was Dimla’s Resort that presented electrical permits issued purportedly in favor of one Anita Uy of Manila and Reynaldo Atanacio of Baguio.
The owner of the resort, Loida Dimla, identified Uy and Atanacio as the original holders of the supposed “rights” on the two lots that they now occupy.
Uy and Atanacio reportedly paid P300,000 in 2008 and P500,000 in 2005, respectively, for the rights.
The other falsified electrical permits were issued in the name of Noel Villanueva, Ferdinand Decena Jr., Leticia Alejandro and Dominic Aguda.
The six structures whose building and electrical permits were revoked belong to Bagobay Bocua, Juanito Romero, MaryAnn Ereso, Ligaya Licuanan, Analyn Coliflores and Joan Mayugao.
APPEAL
The owners of the structures whose electric services were disconnected trooped to the Sangguniang Panlungsod in the afternoon of January 11 to appeal to Vice Mayor Belen Fernandez, who was acting mayor last week in the absence of Lim, for her intervention to defer the disconnection.
Fernandez told them that the revocation of the fake permits stands.
Fernandez noted that most of those with falsified building and electrical permits are rest houses of affluent residents from Baguio and Nueva Ecija while some structures are occupied by caretakers of unidentified owners.
But the vice mayor also acknowledged that there are poor people in the area from Dagupan, particularly in the community of Sitio Silungan, who took shelter in the early 1990s after they were rendered homeless by the devastating 1990 earthquake.
Those who appealed to Fernandez admitted that they paid as much as P5,000 to a person who issued them the electrical permits.
Their falsified permits were determined to be photocopies of a legitimate building and electrical permit that was issued to an applicant outside Sitio Silungan, but the original name has been covered with a liquid eraser and written on top of it are the names of the owners of the illegal structures.
Others claimed that they are holders of tax declaration certificates, but were told that these do not serve as proof of ownership of the lot that they are occupying.
VERIFICATION
Meanwhile, the city engineer said she met with City Administrator Vladimir Mata and Dominador Liwag, retail manager of Decorplast week to discuss the 100 other illegal structures that used fake waivers.
“We had a meeting with Mr. Liwag (Decorp) and the city administrator this morning (Jan. 10) and my office was tasked to conduct the verification of the structures in the area that were issued fake waivers within one month,” said Rosario.
“After the verification, we will submit our recommendation on which illegal structures to demolish,” Rosario said.
While awaiting a memorandum from the mayor’s office’s go signal for the demolition of the illegal structures in the area, Rosario said her office has already drawn up a plan to demolish the commercial structures, particularly resorts, that presented fraudulent claims.
Rosario was referring to Dimla’s Resort, Oro Gracia Resort and Tres Gracias whose owners executed affidavits that they are owners of structures built only of light materials.
Oro Gracias Resort is reportedly currently expanding its facilities with the construction of a swimming pool while Tres Gracias Resort is building a hanging bridge.
