BSL’s confirmation on fake waivers sought

MEMBERS of the majority in the Sangguniang Panlungsod (SP) are poised to ask Mayor Benjamin Lim to make a written confirmation that the 100 mayor’s waivers used by the owners of 100 illegal structures in Sitio Silungan and Bliss in Bonuan Binloc are, indeed, fake.

Lim earlier claimed that the waivers used by the holders to secure an electric service from the Dagupan Electric Company (Decorp), bear forged signatures of himself and City Administrator Vladimir Mata, Vice Mayor Belen Fernandez, chair of the SP, said the written confirmation from Lim will help the council address not just the problem of squatting and land grabbing but the bigger threat of official city documents being forged.

“We in the city council need to know what happened so we can do something to help him ensure the security and integrity of all official documents of the city government,” Fernandez said.

Fernandez added that the city government should to get to the bottom of the issue because the supposed forging of signatures has paced not just the mayor and his office but the entire city government in a bad light.

The mayor’s office last month said it has initiated an inquiry into the matter but nothing has since been reported about the progress of the investigation.

Decorp is also awaiting for the mayor’s formal confirmation to determine whether it should disconnect the power supply of those that presented fake waivers allegedly from the city hall.

The city hall’s information office has not issued any single update to the local media.

A waiver from the mayor’s office authorizes Decorp to provide electric service to applicants even without a building or electricity connection permit from the City Engineer’s Office.

Meanwhile, the SP is continuing with its separate inquiry in aid of legislation, according to Fernandez, for the purpose of crafting a law that should discourage residents from using fake waivers sold to them by criminal elements.

Fernandez maintained that the National Bureau of Investigation should be called to conduct an independent investigation to identify and arrest those responsible behind the series of forgeries.
