Sanggunian OK needed for Quick Response Fund

SAN FERNANDO, LA UNION—It’s illegal.
This was the reminder issued by the Office of Civil Defense (OCD) to local government executives to reported cases of releasing the Quick Response Fund (QRF) without a declaration of state of calamity from their respective sanggunian.
Imelda Manuel Acosta, OCD official, said under Republic Act 10121 or the Disaster Risk Reduction and Management Law, a declaration of a state of calamity is always needed before tapping the QRF.
Acosta issued the reminder when she spoke during a seminar attended by mediamen of Region1, that coincided with the presentation of certificates of recognition for Gawad Kalasag and Humanitarian Assistance last year by the OCD.
The event was attended by Undersecretary Proceso Domingo, OCD director general.
Acosta noted that some local government officials misinterpret the conditions for the release of the QRF, which can be availed of to aid people affected by a calamity.
The QRC is separate from the 70 per cent calamity fund, which can be used for disaster preparedness initiatives such as the purchase of equipment and training of personnel involved in rescue operations.
