Barba is new PNP prov’l director

LINGAYEN–The stewardship of the Police Provincial Office (PPO) in Pangasinan changed hands with the assumption of P/Sr. Supt. Percival Barba as the new provincial director, taking over from P/Sr. Supt. Isagani Nerez, who served the post for one year and seven months.

The turn-over of command was presided over by P/Chief Supt. Luizo Ticman, the new police regional director of Ilocos Region who replaced P/Chief Supt. Romeo Hilomen.

Nerez, a lawyer, has been appointed head of the Criminal Investigation and Detection Group (CIDG) in the National Capital Region Police Office.

Barba, a member of PMA Class 1982 and a native of Tuguegarao, Cagayan, thanked Governor Amado Espino Jr. whom he called “my idol, my mentor, my hero” for giving him the opportunity to serve the people of Pangasinan, and Ticman for accepting him to serve as provincial director.

Barba, who served under Espino when the latter was head of the Metrodiscom in Angeles City, Pampanga, is bringing with him a new management style – to empower commanders in the field, particularly, the chiefs of police, for frontline leadership development

“As your provincial director, I will act as provincial administrator for peace and order and security and similarly, the station commanders will be the managers for peace and order and security in their respective areas,” Barba told his men upon assumption of office.

Barba reminded officers under his command that the police are law enforcers and not law-breakers.

He likewise vowed to implement the police transformation program from the provincial down to the police station level, adding that the police transformation program “will be my standard”.

He said policemen should be “approachable, citizen-friendly and able to deliver prompt action”.

The turn-over ceremony was attended by Espino, a retired police senior superintendent, a member of the Philippine Military Academy Class of 1972; Mayor Reynaldo Velasco of Sta. Barbara, a retired police deputy director general; Vice Governor Marlyn Agabas, Board Member Tyron Agabas, Mayor Ernesto Castañeda of Lingayen; and retired Colonel Wilmer Panabang, city administrator of Alaminos representing Mayor Hernani Braganza.—LM
