Ex PNP chief Lomibao backs Espino on shotgun but…

National anti-terrorism chief Arturo Lomibao has expressed support for Governor Amado Espino’s shotgun distribution program for all barangay chairmen in the province.

“The governor knows the situation on the ground and I have confidence in him,” he said.

The former Philippine National Police chief clarified, however, that criticism of the program could have been avoided had the governor consulted with the national PNP headquarters, and a province wide consultation with local officials and other sectors who should have a say in arming the village officials.

In San Carlos City, Association of Barangay Councils deputy president Joselito Millora allayed fears that the arming of barangay captains is an “adventurist” exercise by the governor.

“Parang ipinahiram lang ang mga shotgun na yan na pwedeng kunin uli ng provincial government if they are found not serving their mandate by keeping peace by fighting criminals,” Millora said.

Lomibao’s sentiment echoed Fourth District Rep. Jose de Venecia’s observation who said in an earlier interview with The PUNCH that wide ranging consultations with all sectors, including the church and the general public should have preceded Espino’s decision to launch the program.#
