HLRUB notes violations by new subdivisions in Dagupan
THE Housing and Land Use Regulatory Board (HLURB) has called on the local government of Dagupan to check on subdivision projects in the city some of which are reportedly not complying with development standards and requirements.
Teresita Galacgac, HLURB regional director, wrote Mayor Alipio Fernandez Jr. and Vice Mayor Belen Fernandez asking the city government to set up a monitoring system that will look into subdivision projects undertaken by private developers.
“Problems like sub-standard and poorly constructed roads, drainage, electrical, water and other facilities; encroachments and construction of illegal structures along subdivision roads, parks and playgrounds and other open spaces; and unauthorized expansion have been reported to this office by buyers,” Galacgac said in her letter dated August 21, 2008.
She cited one subdivision in Tondaligan and another in Caranglaan among the violators.
In 1995, the city government took over from the HLURB the authority to approve Locational Clearance/Development Permit (LC/DP), monitor development of subdivisions/memorial parks and to hear and resolve development complaints.
Galacgac suggested than an enforcement officer, preferably a licensed civil engineer be designated to head the monitoring unit that will report to the legislative council and executive office.#
