City hall dilly-dallies on demolition in Binloc
STILL NO MEMO TO CITY ENGINEER
EVEN with the Christmas and fiesta rush over, the Dagupan city hall appears in no hurry to act on the illegal structures, including several beach resorts, that have proliferated at the foreshore land in Barangay Bonuan Binloc and part of the Tondaligan Park.
City Engineer Virginia Rosario said she is still awaiting a call from the mayor’s office for a direct order, if not a written one, to carry out the demolition.
She reiterated that contrary to re cent public pronouncements by Mayor Benjamin Lim and City Administrator Vladimir Mata, she has not received any memo instructing her to go on with the demolition.
“What memorandum?” Rosario asked. “It was (announced) only on radio, I think”.
Rosario pointed out that in addition to the order, the mayor’s office will have to call in and organize the other groups that will have to be involved in the demolition, including the mayor’s office itself, the police and the Public Order and Safety Office.
Rosario earlier issued notices to the owners of the illegal structures in both Sitio Silungan and at the back of the Bliss Site in Bonuan Binloc to remove their structures and vacate the public land.
The structures were found to have been built without the necessary permits and still the owners were able to secure an electrical connection through waivers signed by Mayor Lim and Administrator Mata that the mayor’s office claims to be fake.
In the case of the Tres Gracias, Oro Gracias and Dimla’s resorts, these establishments were also found to be operating without business licenses and sanitary permits.
Rosario insists she cannot move without the written order from the mayor because the owners of the structures would file cases against her and her office for acting without the needed authority.
DECORP
Meanwhile, the Dagupan Electric Corporation (Decorp) is also still awaiting confirmation from the Office of the City Administrator that the waivers were, indeed, forged and therefore invalid.
Decorp Retail Service Manager Dominador Liwag Jr. said without the confirmation from the mayor’s office, Decorp cannot serve the notice for immediate disconnection.
As this developed, Vice Mayor Belen Fernandez reiterated the plan of the majority in the Sangguniang Panlungsod to pass a resolution asking the National Bureau of Investigation to investigate the claimed forgery of the signatures of Lim and Mata in the waivers.
She said efforts must be made to unmask those behind the forgery of official documents.
“Unless and until the members of the syndicate are identified, God knows what else they have falsified in the city government’s name,” she said.
“The claim of the mayor that his signature was forged makes it more necessary that the city should ask the NBI to investigate because we do not want this to happen also with the payroll and other vital documents in the city government,” Fernandez added.
She added that the SP is also continuing with its investigation of the fake waivers in aid of legislation to prevent a similar incident in the future.
