while since I left GLNaval Hospital (1995) I was the
Cytotech (screening Pap smears)at the hospital and I used to see
you at the BMC237 they call it? I got out of the service and moved
to CA. I'm from Sta. Barbara, Pang. Perhaps Chief had
retired already. I'm trying to remember if you know Edith
who works at the records at GLNH at that time. I wonder if she's
still there too. Time is so fast since I left Great Lakes

It is great to see that after so many years, your paper
still retains its unique style of reporting. When I read your
news articles and columns it feels like I am actually holding a
Sunday Punch paper. Its been 12 years since I held one in my
hands. Your paper have been a part of my early life as my late
father, Rhuey Baterna, used to be part of your family.
It is sad to learn then that two more of your members,
Mr. Max Mendiguarin and Mr. Nap Donato passed away.

Further to my post earlier on Caregivers
applying for Canada - under the Live-in Caregiver Program
A correction about THE BETTER BUSINESS BUREAU
(BBB)...they do not have a listing of all legitimate businesses
--nor do they license. BBB is a voluntary membership. BBB relies on
its members to regulate themselves... if there is a problem, BBB
can't enforce a penalty etc... Even if a business is a member of
BBB - it just means they can afford the membership fee.
If you really want to know if an agency is legal --
contact the HRDC office where the agency is operating. As well as
the city that it operates in and verify that they do have a business
license.
Again, many individuals pretend to be "recruiters - for
an agency" who will process a foreign worker application to HRDC on
behalf of an employer -- you really don't have any protection. Only
your diligence to learn about the program and its procedures can
protect you from unscrupulous individuals.
Also be aware that many victims of fraud - were guided
by so called "friends"
What I've found consistent with applicants, they are
lazy to read - they just sign, and at times signing away many of
their rights. If you are going to use an agency -- make sure you
have an agreement written out -- (contract) stating -- what the
agency will do for you in exchange of your fee. All costs should be
disclosed. Get receipts for any money you give.
Since the Live-in Caregiver program has turned into
disguised immigration, many agencies or consultancy companies -- do
not look for an employer for you that you will work with -- but
rather just anyone who can qualify to sign you in. Many Filipinos
direct from Philippines fall victims to this scam. Some pay -
3000-6000US for an employer -- and many times, upon arrival they are
told that the employer cannot employ them because a) they lost their
job b) hours are cut down etc... All these can happen, but I
question it when the caregiver, can't even contact the employer.
If this happens to you - or your friends -- be sure to
report the case to HRDC -- you will have a better chance at getting
a refund - if you have third party involvement.
The processing time direct from Philippines is a little
over a year and a half. Employers really won't wait that long.
Here's a question -- do you know what you will need in a year and a
half? Employers don't either.
Majority of them can wait 2-4months. A Philippine
caregiver's competition is those Domestic Helpers located outside of
Philippines who can process in 2-3months. So think about it.
For those of you reading this and is just in the
planning stage -- DO NOT take the caregiver course, instead go and
work in Hong Kong looking after children for one year -- and then
apply to Canada -- you would have save yourself money and time --
you would have also helped out your family -- while earning in HK.
Practical experience beats -- theory any day. Plus, you are more
secured with your processing ---
Processing direct in Philippines -- you have no idea
what will happen with your application. Even if you have the course
-- you're not guaranteed that you can qualify --using that training
centre. I'm sure you've heard of stories where - people were
declined. School is accredited by TESDA but blacklisted by
Immigration Canada ...
You as a caregiver - you are protected once you arrive
in Canada -- so know your rights - have confidence and people will
be willing to help you.

Live-in Caregiver Program of Canada: Conditions when applying directly
from Philippines.
Most applicants who opt to use the services of
Employment Agencies aren't even aware of critical characteristics to
demand from Agencies. Know what an Agency should DO for YOU.
An agency should provide you with:
** A written agreement between the agency and the Client which
defines agency services and specifies the agency's fee and refund
and/or replacement policy. (Avoid illegal recruitment - responsible
agencies will gladly offer their support) It's your money!
*** An agreement which defines the working conditions to be
negotiated between the candidate and the employer. (Avoid abusive
working conditions)
*** Information regarding local, provincial, and federal for in-home
caregivers, or referral to an appropriate source for such
information.
(In-case you are in trouble you have others you can run
to, incase your agency somehow disappears)
You as the candidate:
Research the program and the procedures. Know that at
the moment processing time at the Canadian Embassy in Manila is
18-24months at best, but can be longer. No employer would wait this
long. Do you know what you will be needing in 1yr? 2yrs? Most
likely, you can't answer that, employers don't plan their care needs
like that either. Most can wait 2-4months at best. If they wait
longer than that, you better be a SUPER NANNY.
Your direct competitions are those Domestic Helpers
working outside of the Philippines who can process in 2-4months.
They have the practical experience that your Caregiver Course cannot
give.
Majority of applications submitted for direct hiring in
Philippines are "bogus sponsorship" upon arrival - no employment.
Just a means of entry. If you are in this situation, be sure you
have relatives in Canada or at the very least bring money with you
to live on for the next 3months -6months.
Other agencies don't tell you -that you have no job
until you arrive. At this point - don't feel sorry for yourself,
pick up the phone call immigration and report your situation. Give
all the details. Filipino community will look after you - in
whatever city that you live in.
What would be better for you:
Get practical experiences working as a nanny/caregiver
outside of the Philippines for one year. You are earning while
waiting for an employer.
Your processing time is cut down to 2-4months depending
on the country that you are working in. Your application is much
more secure.

Once again, I thank you SUNDAY PUNCH for allowing me the
opportunity to publicly express appreciation and gratitude for the
life of schoolmate the late Napoleon Donato.
For years after years, I only know the happy ending of
few fellow school mates in U-Pang.
I have only known two deaths, the death of U-Pang
schoolmate: first was the late school friend name 'Imelda', in those
years we were still in U-Pang, her age between seventeen to
eighteen, much younger age to die then. The second that I learned
was Nap Donato.
On knowing about the death of Nap, gave me strange
feeling that when I read in my computer screen, as if my Guardian
Angel was inviting me to send the message for condolence. It really
touched my heart to send me the message, I felt wonder lost as to
why....
Then I come to think the life of the late young
Napoleon, I know he was nice and friendly person, what marked my
memory was his active part in school politics, and one special
strange thing I could remember was the early death of my school
friend and my classmate in several subjects, the young and beautiful
Imelda who died in much younger age (17or18) of Leukemia disease.
Those old memorable years, sad to say, forgive me Lord,
that in those years of late sixties, Nap Donato and my friend and
classmate "Imelda" were best of friends or special friends; one of
those days....
Knowing the death of Nap, I’ve come to terms...alas!!
my mental telepathy to log my computer, by pressing "SUNDAY PUNCH",
I must have done it for a reason....with spirituality and
immortality, as both Donato and Imelda, whom both I know, are now in
the "Hands of God".
Sometimes I think, this is a miracle thing that
happened to me. Thank you LORD, all that I know for sure, they are
at peace in heaven.

Sorry to know the death of Nap Donato, my condolence
to his family. He will be sadly missed by his family, friends and
the ever famous Sunday Punch newspaper of Dagupan City.
Napoleon Donato was a fellow school mate in University
of Pangasinan. Back then, he was a bright young student. Always
active in participating in our school organization. Those who knew
him in school campus, like me, we name him just "NAP" for short. He
was one of my favorite school candidates during our college days. He
is in my prayer since I read his death in my computer only today, so
I'm sending this message. May he rest in peace with the loving Lord.
My Word or Prayer for Napoleon Donato:
The day returns and brings him the petty round of sad
concerns and duties.
He performs them with laughter and kind faces, GOD, he
is the man, NAPOLEON DONATO.
In his resting place in HEAVEN, weary, content and
honored and grant peace his eternal soul.
His writing and valuable contribution in all aspect of
his life, to the Sunday Punch Newspaper.
He was still cheery and always remembered for
ever more, until the end of his life.
We can only wish he can rise to maintain the cheerful,

The demise of Nap Donato is a great loss to Pangasinan
journalism especially to those who follow his columns. It was not
far back that he told us that he got a cardiac problem in his column
on Sunday Punch issue of 6-12-05. I thought it was only a minor
problem in this day and age of modern medicine.
We will miss him. To his loved ones, my heartfelt condolences.
And of Stanton on the death of Lincoln: HE BELONGS TO THE AGES.

my best friend and my classmate in elementary and high school at
U-Pang. I still remember our college days when we (Nap, Ben
Gotoc, Me, Ernie Galvan, Felix Carvajal, Eddie Castaneda)

I am not sure but it seems as if I have received a lot of SPAM type of
E-Mail since I sent an inquiry to Sunday Punch. I think a lot
of people take the e-mail addresses and sell them because like I
said I receive 10 to 15 a day. Wish I had never put my e-mail

My daughter, Jocelyn Lolarga-Deco, was a member of the
1998 GSE Team headed by Alvin Gonzales. The team
travelled mostly around the Simi Valley, Southern California
cities. Jocelyn was then working with the Professional
Regulations Commission in Baguio City as a Unit supervisor. She
eventually became the regional director for PRC Zamboanga City
and Lucena City. The travel afforded her very fond memories of

I think you need to
have a link for past editions of the publication for those people
like me who doesn't have enough time to get to your publication on
line before the new edition is being published. I'm sure a lot of
people would appreciate to have this link. And it should start the
beginning of the year. Thank you and keep up the good work. This
is great. Your publisher and editor should be commended for their
efforts.
