The PERSONAL financial plight of city employees should not be of concern to her highness. The city employees have steady jobs, something many of Dagupan’s population do not have. At the end of the year these employees receive bonuses of 13th and 14th months pay, the 14th month pay is tax-free, again something much of the city’s population do not receive. If the city borrows money from LBP who will be responsible in repaying the loan? If the borrower is to pay back the loan, who will be responsible if the borrower defaults on the loan? The financial problems are of the individuals making and he, alone, should find the solution NOT the city.
