No other solutions?

When will the responsible agencies wake up and not rely on the fishponds for their flooding problems. Although the fishponds had absorbed the constant floodwaters the government should start looking for solutions to protect these valuable resources.
Is there no plan to build dikes from the mountains to both Lingayen Gulf and Manila Bay to protect the rice fields, fishponds, businesses, and houses in the Central Luzon basins?
I know this could be done because the US has such machinations to prevent their cities from being seriously flooded along the Missouri and Mississippi Rivers. The destructive force of the floodwaters is minimized and harnessed for industry.
