Re: Rice Processing Complex

Before this facility even started its operation, the . . . complexities . . . are already raising their ugly heads. Looking at the format, this touted dinosaur has to make business, the unmistakable under pricing of palay, the overcharges of service could be an added burden on the farmers saddled by starvation, cost of labor and material, and the political constrictors hired by Gov. Espino to do his dirty work.

What it should have been done from the get-go, was to check on the validity of this facility, if it can sustain the idea splashed on blueprint, that it can render a service to the lowly farmers need, but suffice to say; it could be an exercise in demagoguery.

The Facoma . . .

In the late fifties – my memory serves me right – this farmer’s rice cooperative was established to help farmers in the management of their crops. Sort of like a credit union where farmers deposits their harvest, and thru it could withdraw monies when planting season comes. The drawback was, there’s no flexibility in the already set price of palay even though the changing demands of rice. The reason for this and nobody’s fool would believe it – storage space. But, what killed it … corruption … the rats inside.

Dalisay Moya . . .

A provincial agriculturist, if you ever see one. The pegged P12/kilo charged by RPC, is too low, and the P.20 centavo/kilo if delivered, is spit in the Sinocalan River – not enough. The delivery charge per cavan say from Balingeo to Tebag on a sunny day could be P5.00 or more on a cart pulled by a kuliglig. So, just to make a delivery to this facility would be a no-brainer even with Bogs, the farmer – whose arms are bigger than his brain.

The competition . . .

This’ the … cancer … on Gov. Espino’s failed theories. The stats show at any given harvest the independents will not allow RPC to poke its nose in their profits. The cost of dried palay from the get-go after harvest won’t go down below P17.00 pesos. If RPC couldn’t go blow-for-blow against these entrepreneurs, then I say with certainty, we have another Facoma in the making.

The kiln . . .

The RPC will charge P1.20/kilo to get the water out, which amounts to P60.00 /cavan. That’s highway robbery putting the James and Younger gangs to shame. Bob Black from Sonquil charges P1.00/cavan on his sun-drenched drier with cups of Folgers to both.

The arikitic of the scheme . . .

You don’t have to be Gov. Espino or his . . . yahoos . . . at Urduja or Dalisay Moya, this darned thing’s a . . . . Sham!
