Brgys. Bonuan Binloc,  Bonuan Gueset and Camantiles

HOW can we truly prevent illegal drugs from entering the barangays? Remove the barangay captains? Dahil sila mismo ang nagbibigay ng clearance para makapasok ang droga sa kanilang nasasakupan?

There are three (3) notorious barangays in Pangasinan when it comes to illegal drug trade and that include Brgys. Bonuan Binloc and Bonuan Gueset of Dagupan City and Brgy. Camantiles of Urdaneta City.

Among the 3 barangays, Bonuan Binloc remains to be the drug hotspot. Considered hotspot dahil dinarayo ng users at traffickers sa mga malalapit na munisipalidad ang Binloc kung kaya’t patuloy ang pag-aresto sa lugar na ito. Isang indikasyon ito na marami talagang supply!

Maybe the difference of Binloc from Gueset, ay ang characteristcis ng mga drug peddlers ng Binloc. Ang balita ko mas bigatin at mas ma-impluwensya sa kanilang komunidad ang mga drug peddlers ng Binloc kung ikukumpara sa Gueset.  Although both barangays are allegedly influenced by Muslim drug traders.

Ang latest nga sa Gueset, unti-unti na raw nababawasan ang mga Muslim families na allegedly ang pasimuno ng iligal na droga sa siyudad!  Some are migrating to other places?? Kung totoo man ito, walang ibang dapat bigyan ng kredito at pasasalamat kung hindi ang masipag na Chief of Police ng Dagupan City at ang kanilang katuwang sa trabaho.

He doesn’t waste time to collaborate with Dagupan City LGU that provides Demand Reduction Efforts and the conduct of Barangay Clearing with the Philippine Drug Enforcement Agency (PDEA).  No wonder full support ang ina ng Dagupan City sa kanya!

In Urdaneta City, Brgy. Camantiles remains to be the drug-affected barangay!  

Col. Jeff Fanged is also extending efforts to cooperate with The Intelligence Operatives and City Anti-Illegal Drugs Special Operations Task Group (CAIDSOTG) in identifying names behind the drug proliferation in the barangay.  They also conduct Barangay Clearing which is the most practical way to monitor illegal drugs in a barangay.

One time nga during our teleradyo program we received a text message asking this: Barangay property pa ba ang Camantiles o Muslim property na?? Ayaw kong ibato ang issue na ito kay Col. Fanged on-air because I know that he is doing his best to solve the problem in this barangay.

Marami-rami na rin ang tinamaan sa kanilang anti-drug operation sa Urdaneta City na naging dahilan upang masampahan na ng kaso ang ilan sa mga priority names who are in the illegal drug trade.

These two Chiefs have common denominator – they are both awardees of the Dangerous Drugs Board (DDB)!  They both deserved their awards because they are indeed working for the sake of their people in the city.

But these men cannot do the jobs alone.  They still need the PDEA assistance particularly for high value targets in Dagupan City; additional operating expenses for the conduct of multiple raids and of course, the help of barangay officials specifically for the demand reduction efforts, livelihood projects and visitation, all for these 3 notorious barangays.

I am just thankful that Dagupan LGU, as always, is continuously supporting the national anti-drug campaign in their own ways.  They initially empowered some of their barangays by reviving their City Anti-Drug Abuse Council (CADAC) and Barangay Anti-Drug Abuse Council (BADAC) and I am sure that their next assignment are Binloc and Gueset.

The same is possible with Urdaneta City.  Masipag at seryosong magtrabaho ang chief of police ng Urdaneta kung kaya’t hindi ako magtataka na one of these days, ang problema ng Camantiles ay matatapos na rin.

But we still need the full cooperation and support of the barangay officials province-wide.  Again, the question is: do we still have barangay officials capable of doing public service? Or they are all into drugs already? Pasintabi lang po sa mga maaayos na barangay officials!

Likewise, the Provincial Anti-Drug Abuse Council (PADAC) can do something on the issue of Anti-Drug Abuse Council (ADAC) re-activation.  I have already mentioned two (2) options in my last week’s column.

I know PADAC officers and personnel are brilliant people and I am sure they know what I am saying here.

Congratulations to the Lyceum Northwestern University (LNU) for spearheading this year’s Universities Colleges Athletic Association of Pangasinan (UCAAP) tournament.  The opening ceremony will be held on August 25, 2015 at the Dagupan Astrodome.  Undersecretary Edgar C. Galvante, Permanent Member of the DDB will be my official representative as the Guest Speaker.  

This is an opportune time to inform the athletes from the different participating colleges and universities that good health includes freedom from illegal drugs, not only physically and mentally healthy.

I would like also to congratulate Atty. Gonzalo Duque, one of my legal consultants, for associating the UCAAP events with the DDB through my office.
