LGU-P’sinan along with 44 towns and 4 cities pass DILG’s Good Financial Housekeeping

THE Local Government Unit (LGU) of Pangasinan along with the 44 municipal and four city government units were among the passers for the Good Financial Housekeeping (GFH) nationwide for the year 2019.
In a memorandum which was certified by Department of the Interior and Local Government (DILG)- Bureau of Local Government Supervision Director IV Odilon L. Pasaraba, it was stated that LGUs should meet two criteria to be able to pass the GFH.
The criteria for passing include the following: 1) most recent Commission on Audit (COA) Audit, as posted in its website, stating Unqualified or Qualified for Calendar Year (CY) 2017 or 2018; 2) Compliance with the Full Disclosure Policy (FDP) posting requirements in three conspicuous places for the last two preceding quarters as certified by the DILG Regional Director and attested by a CSO representative; and 3) compliance with the FDP Posting on the FDP Portal for the last two preceding quarters.
Hence, all LGUs in Pangasinan to include the provincial government bagged a perfect turn-out of passers in all criteria.
Based on the report released by the DILG, there were a total of 1,706 LGUs throughout the country that were assessed in which some 1,522 have passed.
For Region 1, a total of 129 LGUs were assessed and 126 hurdled the assessment which translates to 98% total passers.
It can be recalled that the provincial government of Pangasinan was awarded the Seal of Good Local Governance (SGLG) by the DILG for the fifth straight year in from 2015 to 2019.
As such, GFH is one of the seven areas of governance required in the SGLG. Aside from financial management the other six components are: disaster preparedness, social protection, peace and order, business friendliness and competitiveness, environmental management, and tourism, culture and arts.
