Patterned after the Pampanga River Control Project, the proposed Pangasinan River Control System is necessary because all the river systems in the province are interconnected with each other.

Hindi puedeng dito lang sa atin ang may development,” De Venecia said when he inspected ongoing flood mitigation project at the southern bank of the Pantal River in Dagupan City.

Under the proposed system, all the flood control projects initiated either by the local government or the national government in Pangasinan will be integrated and coordinated.

Citing the case of Dagupan City, the catch basin of water from the upland of Pangasinan and the Cordilleras, he said a super agency must oversee and implement all anti-flood projects.

De Venecia said he also plans to ask the Department of Public Works and Highways and the National Economic and Development Authority to conduct the feasibility study on the flood problem because they have the funds for such a study and the experts to do the same.

He said he will also discuss other flood mitigation project for the city, (Leonardo Micua)
