New city police chief not a stranger here

NEWLY designated acting police chief of Dagupan City, P/Lt. Col. Abubakar Mangelen Jr., is not a stranger to Pangasinan contrary to what many tend to believe because of his Muslim name.

In fact, he is familiar with the terrains of the province from A to Z, having served here on three occasions since he was a junior police officer after graduating from the Philippine National Police Academy (PNPA) in 2001.

Mangelen initially served as an aide of then P/Chief Supt. Leopoldo Bataoil as regional police director, then as chief of police of Binalonan, San Quintin and Umingan. He was assigned as deputy chief of police of Urdaneta City and Malasiqui before becoming deputy for provincial intelligence branch of the Pangasinan Provincial Police Office.

His designation as the city police chief replacing P/Lt. Colonel Percival Pineda who only served for one week, is his third tour of duty in Pangasinan.

Before he came to Dagupan, he was deputy to P/Col. Redrico Maranan, the chief of police of   Marikina City.

Mangelen vowed to continue all the programs of P/Lt. Col. Jandale Sulit, who served in the city for two years, among these are the campaign against illegal drugs, criminality and in instilling discipline in the rank and file of the police.

He said the police can be expected to assist the communities in times of calamity.

Moreover, he will see to it that the program RED Alert launched by P/Col. Redrico Maranan, police provincial director, be strictly implemented. 

RED Alert refers to Ready to serve the community and citizens of Dagupan 24/7, to Evolve competence in technical and tactical knowledge through seminars, and Discipline.

At the same time, Mangelen assured due recognition will be given to accomplishments of personnel. (Chub Pasion)
