San Carlos City student tops scholars’ test

LINGAYEN — Fernando Jose Rovillos, a resident of Barangay Baldog, San Carlos City, topped the qualifying examination for the highly academically competent student category for academic year 2019-2020.

Rovillos, 18 year-old, finished secondary education at St. Charles Academy in San Carlos City.

Other exam topnotchers (2nd – 10th places) are: Xamuelle Santos (Poblacion, Binmaley, Lemuel Bumadilla (Samat, Bugallon), Julliane Cruz (Libsong West, Lingayen), Mitch Johnson Abel (Dumpay, Basista), Carl Jason Centeno (Cadre Site, Bayambang), Christine Diane Reyes (Namolan West, Lingayen), Rovhe Ann Trixie dela Cruz (Namolan East, Lingayen), Cejay Beltran (San Roque, San Jacinto), and Jerald Fernandez (Buenlag, Binmaley).

In addition to the top 150 examinees are 30 automatic qualifiers (these are the class valedictorians of their respective senior high schools who passed the required income qualifications of their respective families).

About 1,408 senior high school graduates from all over the province, who passed the qualifications for the scholarship grant, took the competitive qualifying exam last April 27 in two testing centers in the province, the Pangasinan National High School in Lingayen for students from districts 1-3, and the Juan G. Macaraeg National High School in Binalonan for students from districts 4-6.

Dr. Irmina Francisco, chairperson of the Pangasinan Scholarship Program Management, Evaluation and Excellence Committee (PSPMEEC) said the scholarship assistance is offered by the provincial government to support “a financially challenged, yet academically competent student” who belongs to family with a combined annual income of less than Php150,000.

The scholarship program was expanded during the term of former governor Amado T. Espino, Jr. and was institutionalized under Governor Amado I. Espino III through Provincial Ordinance No. 205, Series of 2017 (An Ordinance Institutionalizing the Provincial Scholarship Program (PSP) of the Province of Pangasinan and Appropriating Funds Therefor).

Each scholar is entitled to receive a financial assistance of Php10,000 per semester or Php20,000 annually until he/she finishes college schooling in his/her chosen university/college.
