Dagupan awaits PDEA validation as “drug-cleared”

WHILE many towns in Pangasinan have already been declared “drug-cleared”, Dagupan is still waiting to be declared as drug-cleared too.

According to P/Sr. Inspector Madonna Cabiles, deputy police chief of Dagupan, the validation  and the granting of status as ‘drug-cleared’ will have to be issued by the regional office of the Philippine Drug Enforcement Agency (PDEA).

 Cabiles, also chief of the Police Community Relations (PCR) and the Women and Child Protection Desk of the Dagupan police, was asked during the KBP Forum on Thursday when Dagupan will finally make it as a drug-free city.

She said the re-validation by regional PDEA of the findings of PNP Dagupan last year that all the 31 barangays of the city were drug-cleared has not been issued.

Asked if the war on drugs in Dagupan is over, she said there are a still a few new and emerging drug personalities being arrested.

 Meanwhile, she said all the drug surrenderers processed by Dagupan PNP have already completed their Barangay-based Drug Rehabilitation Program.

She pointed out the wide area that PDEA-Region 1 has to cover, it needs more time and space to complete the re-validation of the findings of the Dagupan Police and of other towns and cities.

Among the parameters required by PDEA for re-validation, she said, include the accounting of all listed drug personalities as well as the drug rehabilitation of all drug surrenders, their completion of moral recovery program and provision of livelihood for them.

She said they have already been accomplished.

The Dagupan City Drug Abuse Council headed by Mayor Belen Fernandez as chairman and P/Superintendent Jandale Sulit received the silver National Anti-Drug Abuse Council’s (ASAC) Performance Award from the Department of Interior and Local Government for having garnered a 85 to 99 adjectival rating for its functionality.

Dagupan also launched its Sagip User Rehabilitation and Empowerment (SURE) program to serve the rehabilitation of drug users. (Leonardo Micua)
