Gov. Espino and USec Orbos launch IACTulong sa Pangasinan

LINGAYEN, Pangasinan – Governor Amado I. Espino, III and Department of Transportation (DOTr) Undersecretary Thomas “Tim” Orbos led the launching of “IACTulong sa Pangasinan” and “IACTulong Pantawid Pasada sa Pangasinan” in the first district of Pangasinan on October 10.

Bringing more livelihood opportunities, the Inter-Agency Council for Traffic (I-ACT), which is chaired by USec. Orbos, and the provincial government led by Governor Espino partnered with the Technical Education and Skills Development Authority (TESDA) – Pangasinan for a skills training program dubbed IACTulong sa Pangasinan.

In his speech, USec. Orbos expressed his concern on the growing number of unemployed citizens and thus, his love for Pangasinan and his fellow Pangasinenses moved him to mount these two remarkable projects.

Governor Espino and USec. Orbos speak of their shared visions to help Public Utility Vehicle (PUV) motorists and other stakeholders in their livelihood ventures in Pangasinan.

As a son of Bani in the first district, USec. Orbos sought the help of TESDA Director General Secretary Guiling Mamondiong for the first leg of the scholarship program.

Commending the initiative, Governor Espino, III stressed that this project materialized through strong coordination of the provincial government with the Department of Transportation (DOTr) represented by USec. Orbos which will benefit not only the first district but the whole province in the long run.

The awarding of certificates of entitlement was led by Governor Espino, USec. Orbos and TESDA Provincial Director Joel Pilotin at San Jose Covered Court in Bani and at the Office of the Provincial Agriculturist (OPag) in Alaminos City, respectively.

To jumpstart the TESDA–IACTulong sa Pangasinan, certificates of entitlement were awarded to various towns and cities in the first district which were clustered in the two venues, these include: Agno, Anda, Bani, Bolinao, Sual, Infanta, Burgos, Dasol, Mabini and Alaminos City.

This offers 1,000 vocational or short-term courses slots to Pangasinenses, young and old alike. Participants may choose among transport-related courses, such as: driving lessons, motorcycle repair and maintenance, small engine and farm implements maintenance, basic electricity, driving and auto troubleshooting. Other participants may also enroll courses in therapeutic massage, bread and pastry making, meat or food processing, and beauty care.

Disclosing the Mobile Skills Training Program (MSTP) of the provincial government which shares the same vision with the IACTulong sa Pangasinan, the provincial chief executive said that the administration is one with meaningful programs of the DOTr for the better good in Pangasinan.

As such, the provincial chief executive urged all beneficiaries to take this opportunity that may usher them to ‘better future.’

USec. Orbos added that the immediate distribution of cash cards is aimed at empowering the community and to reassure that everyone is geared up towards the advancement of the government.

According to USec. Orbos, this is also pegged to address the anxiety of local motorists in losing jobs in the implementation of the Public Utility Vehicle (PUV) Modernization Program of the national government.

“Wala pong phase out na magaganap at modernization lamang po ang gagawin ng ating gobyerno,” said USec. Orbos noting that the national government will assist motorists with legitimate requirements in acquiring new jeepneys and that other opportunities will be mounted for other PUV stakeholders by having necessary skills.

The USec. Further stated that an initial assistance of P5,000 will be given to all PUV drivers this year and that this financial support may reach P20,000 in January 2019 followed by the projected increase in gasoline due to the implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) Law.

The distribution of the Pantawid Pasa sa Pangasinan, which was originally scheduled on October 11, is reset next week due to a technical glitch, as announced in the official Facebook page of the DOTr. /Shiella Mae C. De Guzman
