159 barangays remain flooded – PDRRMC

LINGAYEN—As of Friday, August 17, 159 barangays in 11 towns and three cities of Pangasinan are still inundated due to unprecedented monsoon rains similar to what happened barely two weeks ago that forced the evacuation of 2,401 families comprising 9,224 individuals, according to a Situational Report of the Provincial Disaster Risk Reduction and Management Council (PDRRMC).

Still under water as of 6:00 a.m. on Thursday, August 16, were 21 barangays of Dagupan City, 26 barangays in Calasiao, 8 barangays in Sta. Barbara, 20 barangays in Bayambang, 21 barangays in Mangatarem, 16 barangays in Binmaley, 7 barangays in San Carlos City, 12 barangays in Binalonan, 2 barangays in Villasis, 3 barangays in Aguilar, 4 barangays in Manaoag, 14 barangays in Bautista, 1 barangay in Urdaneta City and 4 barangays in Mangaldan.

Overall, the widespread flood in these areas affected 14,760 families comprising 69,644 persons.

The PDRRMC effected forced evacuation in Bautista town for 25 families comprising 136 persons in Barangay Poponto and another 25 families comprising 100 persons in Barangay Vacante who were threatened by the swelling of the Agno River due to the gradual release of water from the San Roque Dam.

Forced evacuation was also carried out for residents of Barangay Amanperez in Villasis near the northern bank of the Agno River.

Dagupan City People’s Astrodome accommodated 183 families comprising 678 individuals while the Calasiao Sports Complex sheltered 301 families comprising of 1,168 persons.

Because of the floods, at least 29 municipalities suspended classes from pre-school to senior high school and some in all levels.

Gov. Amado Espino III delegated the decision to suspend classes to mayors and school officials since they can determine actual situation in their respective areas.

Up to morning of August 17, the elevation of water from San Roque dam was at 282.70 meters above sea level with three of spillway gate opened at 3.5 meters with an outflow of 716 cubic meters per second and an inflow from upstream of of 530 cms.

Odette Rivero, National Power Corporation spokesperson, attributed the lower water elevation of the dam to the reduced rains in the upper Agno River basin.

She however said the release of water from the dam will continue till the level of water stabilizes at 280 masl or lower.

At the same time, several national roads were rendered impassable like the Ventinillla National Roads, Sta. Barbara-Mapandan Provincial Road.

In Dagupan City, barangay roads in Pogo Grande, Malued Road, Pogo Grande, Talibaew, Bued road in Dagupan City were not passable to light vehicles, while the YMCA (Tapuac) to Lucao Road, Mayombo-Caranglaan Road, Malued Road and A.B. Fernandez West, also in Dagupan City were not passable from light to medium vehicles.

Also not passable to light vehicles were the roads in Talibaew, Bued, Malabago, Banaoang, San Vicente, Lasip, Mancup and Dinalaoan in Calasiao; Guelew Dike going to Supo and Aponit (Sitio Matabang) going to Tamayo and Barangay Salinap (Sitio Tukoc) going to Barangay Bocboc, Aguilar in San Carlos City;

Meanwhile, the Poblacion-Sawat Road at Villa Vidania in Urbiztondo was not passable.

Passable only to light vehicles was Garrita bridge in Bani while the Oraan Overflow bridge along Castillo road and the Cabanbanan (Sitio Castillo) Overflow bridge in Manaoag were not passable to light vehicles. (Leonardo Micua)
