BUILD, BUILD, BUILD PROGRAM

MAYOR Belen Fernandez believes there are indications that Dagupan could be a beneficiary of big ticket projects under the Build, Build, Build program of President Rodrigo Duterte.

Fernandez said the big ticket projects, if realized, will further enhance the development of the new Lucao-Pantal Growth Center as well as the Bonuan area Growth Center and the Caranglaan-Tebeng Growth Center which were identified by the approved Comprehensive Land Use Plan (CLUP).

Fernandez told the KBP Forum on July 12 that the project is under the Department of Public Works and Highways (DPWH) and that she was still in no position to discuss the details.

This came to light after she learned that the Jose de Venecia Expressway in Dagupan will be extended not only towards Mangaldan in the east but also towards Binmaley in the west and to Calasiao in the south via the Mangaldan side.

A report gathered by The Punch said the eastward extension of JdV Expressway may commence from a part of the lot of Silverio’s Restaurant and will pass through fishpond lands in Barangay Mamalingling, Dagupan, onto Barangay Maasin in Mangaldan and ownward or a distance of some 25 kilometers.

Fernandez said there may be a new bridge to be constructed across the Calmay River if the JdV Expressway is to extend up to Binmaley but admitted she still does not know the place where this may be built.

The mayor told newsmen all these projects will preposition Dagupan as the nerve center of economic activities in Pangasinan if not in the Ilocos Region.

The JdV Expressway is also the location of the proposed new government center, whose site is now being backfilled prior to conducting site development and eventually the construction of a high-rise Dagupan City Hall.

Meanwhile, plans are now afoot to ask the Land Transportation and Franchising Board (LTFRB) to allow some public utility vehicles to service the area as one strategy to decongest the downtown area.

Fernandez said she already consulted with members of the transport sector thrice who asked for the removal of their two-day coding per week but who also agreed to a compromise of spending their two-day coding each week in servicing the JdV Expressway from Lucao to Pantal and versa.
