Binmaley chides Cenpelco, seeks transfer to Decorp

BINMALEY–Electric consumers in Binmaley are up in arms against the Central Pangasinan Electric Corporation (Cenpelco) for its alleged poor service, frequent electric interruptions and unstable power supply that often results in fluctuating electric currents..

Mayor Simplicio Rosario confirmed he is leading the initiative against Cenpelco and expressed hope he will be joined by majority of his constituents who he said deserve a better deal from the electric cooperative.

“If possible, the residents want to leave Cenpelco and open their place to the services of the more reliable Dagupan Electric Corporation (Decorp), that serves not only Dagupan but also Calasiao, Sta. Barbara, San Fabian, San Jacinto, Manaoag and Bolingit, San Carlos City,“ Rosario said.

He said he already broached the plan to Cenpelco’s general manager, Rodrigo Corpuz, but the latter reminded him that Binmaley is under the franchise of Cenpelco that will last for another two to three years more.

At the same time, Cenpelco, he said, also refused to execute a waiver that would waive Cenpelco’s right to service his family-owned Rufina’s Place. A new air-conditioned restaurant known for fine dining located in Barangay Gayaman.

Rosario said “he will elevate the complaints of the residents to the Energy Regulatory Commission (ERC) which he said hopefully will result in an improvement in the services of the electric cooperative.

The mayor is confident that with the help of the newly elected barangay chairmen, more people will sign the petition listing their complaints and asking Cenpelco to leave Binmaley when the franchise lapses so Decorp can take over.

“Big investors will not come to Binmaley unless they are assured of reliable electricity,” he said.

Under the Comprehensive Development Plan (CLUP) of Binmaley, the southern barangays along the road to San Carlos City have been designated as an industrial zone where industries are expected to rise in five to 20 years.

“But it will not happen unless there is stable supply of electricity which Cenpelco cannot provide,” he said.

The mayor said if Decorp serves Binmaley, electrical interruptions would be practically nil since it gets its power supply from the San Manuel sub-station and from the Labrador sub-station.

Cenpelco gets its power supply only from the Labrador substation and if lines are under repair, electric interruptions cannot be avoided, he pointed out.

Chiding Cenpelco, the mayor related an incident one time when the other side of the street in Binmaley had lights on while the other side did not have.

Rosario asked the Sangguniang Bayan to invite Cenpelco in one of its regular sessions to ask the latter when can it be expected improving their services.
