SP tells city officials, employees: Take drug tests

THE Sangguniang Panlungsod (SP) passed a resolution earnestly requesting all elected and appointed government officials and employees in the city of Dagupan to undergo a free drug test in all authorized drug testing laboratories in the city authorized and accredited by the Department of Health (DOH).

Councilor Dennis Canto, chairman on the committee on Health of the SP, who authored the measure, said it is consistent with Republic Act 9165 as amended.

In proposing the resolution, Canto cited a Civil Service Commission (CSC) resolution which states: Officials and employees who refuse, without any valid reason, to submit themselves to drug testing shall be charged with the administrative offense of Gross Insubordination, which could lead to suspension from the service on the first offense and dismissal for the second offense.”

He said consistent with the policy of President Rodrigo Roa Duterte to help eliminate, if not prevent the prevalence of drug dependents, there is a necessity that government officials and employees, both elected and appointed, shall undergo free drug test in authorized drug testing laboratories in the city as an effective means of attaining effective and efficient delivery of public service.

He stressed that the newly elected barangay and Sangguniang Kabataan officials who failed to undergo drug testing before or after filing their certificates of candidacy and officials appointed by them are not exempted.  (Leonardo Micua)
