INQUIRY ON STL OPERATIONS IN PANGASINAN

LINGAYEN—The Sangguniang Panlalawigan (SP) has invited anew officials of the Philippine Charity Sweepstakes Office (PCSO) and the Speed Gaming Inc. to attend the inquiry in aid of legislation by joint committees of the legislative body on the mechanics and operations of the Small Town Lottery (STL) in Pangasinan set on June 18.

Those invited were Ms. Editha Romero, general manager of the PCSO in Pangasinan; and Edward Aguilar, president; Alfie Soriano, district coordinator; Atty. Gerald Gubatan, legal consultant; Anthony Ang-Angco, Provincial Administrator; and Jose Millora, operational manager, all of Speed Gaming Corporation (SGC).

SGC is the Authorized Agent Corporation (AAC) to operate the STL in Pangasinan, replacing the former AAC, the Rapid Go Gaming Corporation.

All failed to attend during the first hearing on June 6 conducted by the committees on laws and ordinances headed by Sixth District Board Member Noel Bince, and on Games and Amusement headed by Second District Board Member Raul Sison.

During the first hearing, only Laoac Mayor Silverio Alarcio, Jr., president of the Pangasinan Mayors League (PML), three bet collectors from Urbiztondo and one “Cabo” from LIngayen attended.

It was disclosed that STL under Speed Gaming has numbers from 1 to 40, more than the numbers in STL under the former Rapid Go Gaming Corporation which was 1 to 38. In jueteng, the number was from 1 to 37 only.

Sison said with more numbers in the STL under Speed Gaming, the odds therefore are higher. He said that based on the admission of net collectors and one cabo who attended the hearing, not only the odds are more in the present STL but also the cash to be won is lesser as compared before.

A slide presentation presented by Sison, showed that bets are being collected by cobradores even without an identification card pinned on his/her shirt, nor the collector was wearing a uniform.

BM Sison said Vice Chairman, Fourth District Board Member Jeremy Agerico Rosario will preside at the hearing as he has left for the United States for a medical leave.

Rosario said the joint committee inquiry into the mechanics and operations of STL will be done during the Question Hour of the SP on its next regular session. (Leonardo Micua)
