Alcala residents up in arms over Cenpelco’s frequent brownouts

ALCALA—Residents and electric consumers here are up in arms over the Central Pangasinan Electric Cooperative (Cenpelco) for experiencing almost daily power interruptions lasting anywhere from 30 minutes to half a day for so many years.

The petition dated June 11 addressed to Cenpelco General Manager Rodrigo Corpuz,  partly read:  “Aside from unannounced power interruptions, we experience as well severe power fluctuations. This has resulted in damages to many of our electric appliances.”

The petition cited need for affected electric consumers to have their damaged TV sets, desktop computers and other electrical appliances repaired because of the frequent power fluctuations and outages.

“Seniors, babies and toddlers alike suffer inexplicably because of the hot and humid weather when these unannounced power interruptions occur,” it said.

It also cited the losses suffered by small businesses that depend on a constant and steady electrical supply.

The petitioners complained Cenpleco always gave the “same lame and broad excuses—“  from repairing/upgrading damaged transformers of electrical lines to weather disturbances.

The petition also asked the National Electrification Administration to investigate why Cenpelco has been remiss in providing proper electric service in their area.

For his part, Corpuz wrote to Alcala Mayor Jojo Calleja, on June 18 saying that Cenpelco has already replaced 17 units damaged poles along Hector Mendoza Bridge of Barangay Laoac, Alcala with much thicker and bigger poles that can withstand strong winds and typhoons.

He added that Cenpelco has an on-going inspection and replacement of suspected leaking insulators to sustain the system reliability and an intensive Right-Of-Way clearing to lessen the vegetation along their lines and equipment.

On the request to install a substation in Alcala, Corpuz said there was then a 1-3 MVA substation installed in this municipality but was pulled out when the lease contract with Sual Fishing Port had expired in the year 2010. The lease contract was no longer renewed because the unit was old and outdated plus the fact that the 10-MVA substation in Bautista was already energized,” he said.

He added that the 10-MVA substation could already cater to the load of the whole of municipalities of Bautista and Alcala and some barangays of Bayambang.

He pointed out Cenpelco’s 2015-2017 CAPEX projects already submitted three years ago to the Commission remains pending even after a public hearing was already held on March 3, 2016.

“If finalized and implemented, the installation of substation in Alcala will follow to be worked out,” he assured. (Eva Visperas)
