Three incumbent kapitans confident of reelection

THREE incumbent barangay chairmen in Dagupan City have expressed confidence they would be reelected to their posts because of their performance during their incumbency.

Barangay chairpersons Brian Kua of Pogo Chico, Julie Perez of Pantal, and Marcelino Fernandez of Lucao, are facing one opponent each in the coming election.

All three are among the closest political allies of Dagupan Mayor Belen Fernandez.

Kua is being challenged by kagawad Edwin Sabado, Perez by former barangay chairman Lilia Yasar, and Fernandez by his kagawad, Jeric Claveria.

Kua and Perez are each seeking a second term of office while Fernandez, chair of the Liga ng mga Barangay Federation, is also eyeing a second term of office after coming back from his previous three successive terms as barangay chairman of Lucao.

All three said they welcome the challenge from their respective opponents, but they said they remained confident that their performance since day one in office will make them win.

Kua was the running mate of Mayor Belen Fernandez in the 2016 elections. He withdrew from that race as part of a compromise agreement with the opposition mayoralty aspirant Celia Lim who offered to back out, making incumbent Mayor Fernandez unopposed.

On the other hand, a return bout is set in Barangay Pantal as Perez will be challenged by Yasar, who won convincingly before Perez’s term.

She said it was during her administration when Pantal won an incentive award from the Department of Interior and Local Government (DILG) for having the best barangay peace and order council.

The population in Pantal is one of the biggest among barangays in Region 1. It has won Gilon-Gilon Street Dancing Competition twice and also topped the Festivals of the North in the Bangus Festival.

She advised the Sangguniang Kabataan to focus on sports and development and to lend their support in the campaign against illegal drugs. “Sabagay, Pantal is already drug-cleared as of January 12, 2017,” Perez said.

Before that, the barangay registered six severely drug-affected persons at the Dagupan Drug Treatment and Rehabilitation Center, while six moderately affected were made to report weekly for rehab after completing the Barangay-based Drug Rehabilitation Program.

Meanwhile, Lucao barangay captain Fernandez said his community has transformed into one of the most peaceful barangays in the city. He is now in his 14th year as ex-officio councilor of the city, nine years during the administration of then Mayor Alipio Fernandez Jr. and five years under present Mayor Belen Fernandez.
