Three Dagupan cops face raps

THREE members of the Dagupan City Police Station have been charged administratively before the National Police Commission (Napolcom) for “incompetence” and “grave neglect of duty” following a vehicular accident involving lawyer Godofredo Manipud on August 1, 2017 that resulted in his death a week later.

The cases were filed by the Intelligence and Investigation Division of the Philippine National Police Regional Internal Affairs Office 1 which found probable cause against PO2 Virgilio Quimson, PO2 Reyald Andrade, and PO1 Dennis Coronel.

The cases stemmed from a complaint filed on February 8, 2018 by Jasmin Manipud Elepano and Marissa Manipud Marquez, the accident victim’s daughters now living in the United States.

Quimson was charged with incompetence for allegedly violating Section 1 (item 6), Rule 21 of Napolcom Memo Circular No. 2016-002), while Andrade and Coronel were charged with grave neglect of duty for “failing to apprehend and/or arrest a person under circumstances when it was their duty to do so”.

The policemen were assigned to investigate the vehicular accident that occurred at 9:45 a.m. on August 1, 2017 when the motorcycle driven by Manipud was reportedly bumped by a Toyota Fortuner registered in the name of one Giovanni Bugarin.

The IID conducted an investigation based on the claim of Manipud’s daughters that their father died under mysterious circumstances last August 8, 2017, or seven days after he was “badly hurt” in that accident.

The investigation report of IID showed that Andrade and Coronel were the first responders on the vehicular accident but failed to arrest the driver, who was later identified as Fritzgerald V. Ruedas, despite his presence at the scene of the incident when the policemen arrived.

PO2 Quimson was accused of having (1) failed to get the real name of the person driving the Toyota Fortuner involved in the accident, (2) failed to record the motorcycle driven by Manipud, (3) made an improper entry of record in the police blotter, (4) used an incorrect incident record form (5) failed to conduct further investigation on the incident, (6) failed to submit formal police report/s on the incident, and (7) failed to provide any pictures/sketches of the incident.

The charge sheet further stated that acts of P02 Quimson “reflects his ignorance and/or his material lack of adequate ability and fitness for the satisfactory performance of his duties as a police officer.”

Their report was entered in the police station’s blotter by PO2 Quimson. (Leonardo Micua)
