Bus companies agree to patch differences

THE managements of Victory Liner and Five Star have agreed in principle to allow the buses of another bus company, Solid North, to use an interior road behind the terminals of the three to avoid obstructing traffic along Perez Boulevard in Dagupan City as provided in a city ordinance.

This was bared by Councilor Jose Netu Tamayo, chairman on the committee on laws of the Sangguniang Panlungsod (SP) who presided a joint committee hearing involving representatives of the three bus companies.

The committee hearing was conducted jointly by the SP committees on laws and ordinances, and transportation and public utilities of the SP.

Other councilors in the meeting were Dennis Canto, Lino Fernandez, Nicanor Aquino and Marvin Fabia.

At the meeting, the lawyer of Solid North offered to pay an undisclosed amount to Victory Liner, the owner of the road access, as compensation for the use of the road lot until the planned common terminal is ready.

It also offered to assume 50 percent of the cost of maintenance of the road and also assume 50 percent of the property tax due from the road.

Victory Liner did not specify the costs of maintenance of the interior road.

The interior road was previously donated to the Filipino-Chinese Chamber of Commerce by the Lioanag family to allow the members of the Filipino-Chinese community to have easy access to their cemetery. It was eventually sold by the chamber when former Mayor Benjamin Lim was its president, to Victory Liner.

Last year, Victory Liner and its sister company Five Star, and Solid North were given an ultimatum to vacate their terminals by the end of 2017 because of their continued violation of a city ordinance enacted in 1980, prohibiting terminals whose egress and ingress are located within 100 meters of street intersections.

The terminals of these bus companies are located within 100 meters from the intersection of Perez Boulevard with Mayombo Road, M. H. del Pilar Street, Herrero Road and PNR road.

Councilor Tamayo gave the bus companies until April to submit to their final compromise agreement to the SP.

Victory Liner and Solid North had swapped charges over the installation of posts intended to obstruct and deny Solid North access to the interior road and forced Solid North buses to enter and exit on Perez Boulevard, a flagrant violation of the ordinance. (Leonardo Micua)
