ISSUES 300 CARDS DAILY

TO cope with the processing of 21,000 backlog of licenses on file and new applications, the Land Transportation Office (LTO) district in Dagupan City is working double-time.

To enable it to process and release 300 licenses daily, it operates as early as 5:00 a.m. to 11:00 p.m. on weekdays and Saturdays.

Aileen Peteros of LTO Dagupan told the KBP Forum on Thursday that their 8:00 a.m. to 8:00 p.m. was not enough to cope with the load.

She said they issue 300 license cards from Monday to Friday and 200 on Saturdays, admitting they can not issue more than these because their office has only one computer and two encorders working on it.

Peteros admitted they have reduced the backlog to 21,000 down from 30,000 in November last year since they were finally given the green light to resume issuing license cards after one year of suspension.

She said it is about the same number of backlog being experienced in other LTO district offices in Pangasinan, like those in Urdaneta, Lingayen, San Carlos City and Alaminos City, and presumes they also extended their working hours to meet the demand.

She said there are already applicants at the LTO district office as early as 4:00 a.m. since the issuance of license cards is on a first come, first served basis.

Peteros was applauded at the forum when she said her office is working overtime in the name of public service without overtime pay.

There is no overtime pay because Commission on Audit ruled that those who will render extra hours of work will only be given their snacks and dinner at office’s expense, she explained.

Although the office has ample supply of the cards, she believes normal operations will resume only in May or June because the office has only one computer machine manned by two encoders, allowing it to process only 300 licenses a day.

She appealed to LTO’s customers to continue to be patient as they are trying their best to cope with their demand for better service.

Senior citizens, persons with disabilities and pregnant women will continue to have priority. (Leonardo Micua)
