Gov. Espino presents 3 nat’l and 1 reg’l awards in Nov.

LINGAYEN, Pangasinan – The provincial government led by Governor Amado I. Espino, III continues to raise the bar of excellence in local governance made evident with three national awards, and one regional award conferred by various agencies to the province in November.

                  Governor Espino presented the three national awards — 2017 Seal of Good Local Governance (SGLG), National Quality Corn Achievers Award, 2nd place for national search for Outstanding Provincial Libraries with Special Programs on the Protection and Preservation of Cultural Heritage courtesy of the Pangasinan Provincial Library – and the Most Improved Province – 2017 Cities and Municipalities Competitiveness Index (CMCI) regional award during the regular flag-raising ceremony of the provincial government held at the Capitol Plaza, here, December 4.

Dedicating the accolades to Pangasinenses and to the ‘hardworking provincial government workforce’, Governor Espino, in an interview, said: “It is a challenge to be recognized.”

“Taon-taon, pahirap nang pahirap ang criteria, at may mga idinadagdag na assessment areas,” the provincial chief executive noted, citing the thorough evaluation and validation hurdled by the provincial government to capture its third SGLG, which is the ‘mother of all local governance awards.’

Receiving the SGLG award and a Php3 million Performance Challenge Fund (PCF) from the Department of the Interior and Local Government (DILG) during the national awarding ceremony for North Luzon cluster held at the Manila Hotel on November 27 were Governor Espino and Provincial Planning and Development Coordinator Benita Pizarro.

The SGLG award, which was also conferred to the four cities and 28 towns in Pangasinan, signifies ‘transparency, integrity and excellent service-delivery of a local government unit.

“Cities and municipalities in Pangasinan are equally performing well. In fact, kung hindi tayo ang may pinakamarami, isa ang Pangasinan sa may pinakamaraming SGLG awardees this year,” Governor Espino said.

The 4th National Quality Corn Achievers award, along with Php3-million cash incentive, was received by Governor Espino, OIC Provincial Agriculturist Dalisay Moya, and Supervising Agriculturist Nestor Batalla from Department of Agriculture on November 23 at the Philippine International Convention Center in Pasay City.

Pangasinan reaped its first and second national corn achievers award in 2013 and 2014 during the watch of former governor and now 5th district Representative Amado T. Espino, Jr. while the third in 2015 under the transition period of Governor Pogi Espino’s leadership.

Only four provinces in the country were conferred with the quality corn awards.

Provincial Librarian Ma. Cynthia Encarnita Villa received the award of the Provincial Library during the National Book Week and the 27th Library and Information Services Month held at the SMX Convention Center in Bacolod City on November 24.

The accolade – the third national award of the provincial library — is a recognition of the provincial library’s efforts, focusing on local history and cultural preservation via the ‘Pangasinana section’.

In 2012, the provincial library was adjudged fourth place ‘Most Outstanding Provincial Library in the Philippines’, and in 2013 recognized as ‘Outstanding Library for its Children Services.’

Pangasinan’s remarkable performance in CMCI – the annual ranking for most competitive Philippine municipalities and cities in terms of the four categories: economic dynamism, government efficiency, infrastructure, and resiliency — was acknowledged by the Regional Competitiveness Council and DILG Region 1 during the regional awarding held at the CSI Stadia in Dagupan City on November 10.

Provincial Administrator Nimrod Camba received the award for Pangasinan being the ‘most improved province’ in the region based on CMCI, as the province was noted for its improvement in the four pillars of the index. La Union, Ilocos Sur and Ilocos Norte, ranked second to fourth, respectively.

Provincial Administrator Camba, Vice Governor Jose Ferdinand Z. Calimlim, Jr., several members of the Sangguniang Panlalawigan, and department and office heads were present during the presentation of awards. /Mark Gerry Naval Oblanca
