Rough sailing for new STL in Pangasinan

GOLDEN Go Rapid Gaming Corporation (GGRGC), franchise holder of Small Town Lottery (STL) in Pangasinan announced it is continuing its operations pending resolution of its appeal for reconsideration of Philippine Charity Sweepstakes Office (PCSO)’s decision terminating the agreement for failing to reach its monthly quota of P7.5 million daily bet collections.

Lynn Castillo Ang, who spoke FOR GGRGC, said the company started with P300 day’s bet collection then reached P3-million and are finally making P5-M to P6-M daily.

“All businesses start small then go up and we’re steadily going up now,” she said.

In a letter dated Nov. 6, 2017 by PCSO General Manager Alexander Balutan to the president of GGRGC, cited Board Resolution No. 0258 series of 2017 that “resolved to terminate and cancel the STL agreement of Golden Go Rapid Gaming Corporation and its authorization as Authorized Agent Corporation for the operations of PCSO Small Town Lottery in the province of Pangasinan”.

Balutan said that upon evaluation of their sales performance since the start of their operation on April 28, 2017, it was observed that they have failed to reach the PMRR that they have committed in their application.

He reminded GGRGC that “Article VII, Section 27, Article (g) of the STL–IRR provides that failure to attain and or remit the PMRR shall be subject to termination of your authority to conduct STL operation”.

Ang said GGRGC, in its letter reply to PCSO, asked for reconsideration and cited factors that prevented from achieving their targets early on, among these was the Operation of Meridien Vista Gaming Corporation when GGRGC started its operation.

She said there was also another group claiming to be owners of GGRGC.

She added the delay in securing local business permits in all the 44 towns and four cities in Pangasinan of initial reluctance given the existing operation of Meridien Vista then.

Ang said she is hoping PCSO will be able to understand their plight.

She said GGRGC is barely four months in operation “but we are almost there”, Ang said.

Compared to other franchise holders suffering from similar situation, GGRGC is still faring much better, Ang added. (Eva Visperas)
