Ortiz, now permanent Dagupan police chief

P/SUPERINTENDENT Franklin O. Ortiz has been officially appointed as city’s permanent chief of police, six months after serving in an officer-in-charge capacity of the Dagupan City Police Station (DCPS) starting April this year.

Ortiz received his appointment from the Pangasinan Police Provincial Office on October 27, giving him full authority to carry out the duties and responsibilities of a chief of police, with full disciplinary authority over all police personnel of the station.

“It is a well-deserved appointment as he has proven himself worthy to the position for the last few months following his appointment as officer-in-charge of the DCPS,” Dagupan City Mayor Belen T. Fernandez said.

Last Monday, October 30, Ortiz reported to the city council and appraised the latter of present peace and order situation in the city.

He said from January to October this year, the DCPS recorded 5 murder cases, zero homicide, 171 physical injuries, 13 rape cases, 37 cases of robbery, 149 cases of theft, and 17 cases of carnapping compared to last year’s 39 murder cases, three homicides, 143 physical injuries, 21 rape cases, 42 cases of robbery, 250 cases of theft, and 20 cases of carnapping.

The DCPS only has 140 uniformed PNP personnel at present and Ortiz said he has requested for more to close the gap for established police population ratio of one policeman to every 1,200 population.

The city’s population is now estimated at 250,000.

Meanwhile, Ortiz requested the city government to provide DCPS with a motorboat to have easier access to the island barangays in the city, even as the city council asked him to plan for the establishment of a police community precinct (PCP) island barangay of Pugaro.

DCPS presently maintains PCPs in barangays: Lucao, Mayombo, Bolosan, Arellano and Bonuan and Barangay 2 & 3. (With report from CIO)
