THE chief of police of Dagupan City has expressed confidence that the city will be declared drug-free before Dec. 31 this year in keeping with the target deadline set by the Pangasinan Police Provincial Office (PPPO) that the province of will be cleared of drugs before the year ends.

P/Superintendent Franklin Ortiz, who received his permanent appointment as the city’s police chief on Oct. 27 after serving as officer-in-charge since April this year, told newsmen that the Dagupan police is on track with its ongoing drug-clearing operations.

He said 29 of the 31 barangays of the city which have already been cleared of drugs to date as he expressed hope that island barangay of Pugaro will become the 30th to be cleared soon.

He said the Barangay Anti-drug Abuse Council (BADAC) of Pugaro already recommended to the City Anti-Drug Abuse Council (CADAC) to declare the barangay drug-free.

CADAC is headed by Mayor Belen T. Fernandez as chair with Ortiz as vice chairman.

After Pugaro is cleared, that leaves only Barangays II & III as the only drug-affected barangay in the city.

Asked by newsmen if there are any more drug personalities being sought in Barangay II & III, Ortiz’s reply was vague and only say that the police continue to monitor this area.

Ortiz pointed out that President Duterte ordered the police to cease and desist from initiating drug operations but the responsibility of drug-clearing, remains with the police.

At the same time, Ortiz said the community-based rehabilitation program is ongoing in seven clustered villages and are expected to complete the program this week.

He said the schedules had to be revised to accommodate the requests of the drug personalities directed to undergo the program to allow them time on weekdays for their livelihood. (Leonardo Micua)
