Committee on Appropriations endorses, P3.75-B proposed budget to SP

LINGAYEN – The proposed provincial budget for fiscal year 2018 has been endorsed for approval to the Sangguniang Panlalawigan (SP) after it was approved by the SP Committee on Appropriations, Economic Affairs, and Ways and Means on November 14.

Committee chair on appropriations, 3rd district Board Member Angel Baniqued, Jr.  and Vice Governor Jose Ferdinand Z. Calimlim, Jr., led the committee hearing held at the SP session hall which was attended by key officials of provincial government offices and departments and chiefs of hospitals who presented and defended their budgets, respectively.

The Office of the Provincial Veterinarian, however, will present its budget next week via a special committee hearing.

​Provincial budget for 2018 amounting to Php3,746,391,374 has increased by 9 percent from 2017 budget of Php3,422,249,257.

​Provincial budget 2018 is appropriated as follows:

  • Php1,083,916,621 (33.6%) for Personal Services of regular offices and hospitals;
  • Php789,752,100 (21.1%) for Maintenance and Other Operating Expenses of regular offices and hospitals;
  • Php35,396,725 (1%) for Capital Outlay; and
  • Php1,837,325,925 (44.3%) for Non-office including Development Fund

Estimated expenditures by sector include: Php1,268,246,115 (33.8%) for General Services; Php809,078,256 (21.6%) for Economic Services; and Php1,669,067,003 (44.6%) for Social Services.

On Personal Services, the implementation of the third tranche salary schedule under Executive Order No. 201 dated February 19, 2016 is proposed effective January 1, 2018. Partial implementation of hazard pay to health workers is also proposed.

Total Personal Services Allocation is 33.6% which has not yet reached the maximum Personal Services Cap under Section 325 (a) of RA No. 7160.

Total Personal Services is increased by Php108,545,723 due to the implementation of salary increase to include casual and job order employees assigned at offices and hospitals of the province.

Maintenance and other Operating Expenses of offices and hospitals also increased by Php132,118,972 which is based on programs, projects and activities to be implemented by these offices.

Aside from BM Baniqued, the other board members who attended the budget hearing were: Board Members Jeremy Agerico B.  Rosario, Noel C. Bince, Salvador S. Perez, Jr, Chinky Perez-Tababa, Generoso D.
