SP probes Laoac dairy farm status

LINGAYEN–The Sangguniang Panlalawigan (SP) has created a fact-finding committee to look into the establishment of the Laoac Dairy Farm project on the strength of letter complaint that alleged land grabbing.

Vice Governor Jose Ferdinand Calimlim, SP presiding officer, created the fact finding committee headed by Board Member Noel Bince, as chairman of the committee on laws, following receipt of the endorsement of a letter sent to by 5th District Rep. Amado T. Espino Jr. dated September 18, 2017.

Espino referred the letter to him by Divina Aquino Mangonon dated September 7, 2017 regarding the plea of the heirs of the owner of the land (Rafael Aquino, now deceased) to be compensated for the alleged “unlawful taking of their inherited property” located in Barangay Maraboc, Laoac, town, site of the dairy farm.

In her letter to Espino, Mangonon claimed that she and her co-heir were divested of their property, allegedly through the representation of then Congressman Mark Cojuangco, with the consent of the municipal leadership at that time headed by Mayor Antonio Abalos.

The property on which the dairy farm was built consists of some 2,000 square meters.

Fourth District Board Member Jeremy Agerico Rosario confirmed that the property mentioned by Mangonon in her letter to Congressman Espino had long been the subject of a court litigation.

In his letter to the SP, Espino admitted that his office does not have sufficient data about the concern raised by Mangonon so he deemed it proper to endorse it  to the provincial government of Pangasinan, specifically the Sangguniang Panlalawigan to address the claim.

The dairy farm, which used to have more than 300 breeding cows at its peak of operation, already closed shop even before the 2016 elections.

In her letter to Espino, Mangonon mentioned the alleged abusive acts by a certain unscrupulous politician of the past administration and its local political follower. Mangonon wrote: “Our agony is continuing to this writing.”

She said that at present, the municipality of Laoac headed by Mayor Boying Alarcio gave an informal offer to buy the land in the amount of P500 per square meters but the amount, she said, will not commensurate the financial burdens they have already incurred to save their property.
