SP asked: Pass ordinance to prevent more road accidents

TO resolve increasing incidents of vehicular accidents along the major highways in Panngasinan, PNP Provincial Director Ronald Lee has asked the Sangguniang Panlalawigan to pass a provincial ordinance banning tricycles, pedicabs and kuliglig on national highways.

Lee cited the DILG Memorandum Circular 2011-68 of then Sec. Jessie Robredo reiterating the rationale behind the operations of tricycles and pedicabs and the DILG Memorandum Circular 2007-01 that defined the basic considerations in the issuance of city or municipal tricycle and pedicab franchises and regulatory ordinance.

In his letter to Vice Governor Jose Ferdinand Calimlim, Lee said the continued operation of tricycles along the national highways largely contributed to the worsening vehicular accidents in the major thoroughfares.

He cited statistics of the Pangasinan Police Provincial Office that shows deaths reported from January to May this year is 7,363 and 3,892 or 53% was due to vehicular accidents.

Lee said the figure is expected to increase due to the increasing number of road users.

Lee proposed a multi-agency approach, citing the prevailing policy in Metro Manila that strictly bans slow moving vehicles like tricycles, pedicabs and kuliglig on the city’s major thoroughfares.

He, however, cited an exception where, tricycles may be allowed to operate along national highways, i.e., there is no other alternative or routes to the town proper.

Presently, there are already 34 cities and municipalities that enacted traffic ordinances that police have been implementing, however, more deputation by the Land Transportation Office (LTO) is needed for their stricter implementation.

LTO’s regional office had already deputized a number of policemen in seven police stations after undergoing a training seminar as deputized agents in the implementation of Land Transportation code.

Lee said a provincial ordinance relative to the implementation of DILG memorandum circulars and to encourage local government units adopt passage of their ordinances in accordance to DILG memorandum circular. (Nora Dominguez)
