PDC endorses P1.1-B development projects to SP for approval

LINGAYEN, Pangasinan- – -The Pangasinan provincial government has lined up various development programs and projects next year as stipulated in the Annual Investment Program (AIP) for 2018 which was approved by the members of the Provincial Development Council (PDC) chaired by Gov. Amado “Pogi” I. Espino III.

In the PDC meeting held on June 14 at the Pangasinan Training and Development Center (PTDC), the Governor thanked all mayors and local government unit representatives for manifesting their support by way of attending the event.

He said that the presence of local chief executives aptly proved their support being the provincial government’s partners in development.

From the total annual development fund of P848-M in 2017, the proposed budget for 2018 will sum up to over P1.1-B.

Identified programs and projects for the incoming year are then embodied in the proposed Provincial Development Council Resolution No. 01, Series of 2017 titled ‘Endorsing to the SangguniangPanlalawigan the Approval of CY 2018 Annual Investment Program (AIP) of the Province of Pangasinan,’ to be submitted to the provincial board for review, adoption and approval.

During the meeting, Provincial Planning and Development Officer Benita Pizarro presented the summary of the proposed 2018 AIP which was formulated based on objectives, targets, budget policies and strategies for the budget year and is likewise a vital component of a wider strategic framework that covers achieving both local and national development objectives.

As such, all programs and projects on deck were based on the 10-point development thrusts of the provincial government, as follows: peace and order; quality and affordable healthcare; adequate and high quality education; increased agricultural productivity; better jobs and income opportunities; youth and sports development; tourism development, culture, arts and investment promotion; affordable and cozy socialized housing and other social welfare services; environmental protection and rehabilitation, disaster risk reduction and climate change adaptation; infrastructure and other special projects development.

The AIP of the Province of Pangasinan for CY 2018 captures priority programs, projects and activities that address categorically the four basic services of development such as General Public Services, Social Services, Economic Services and Other Purposes and the Development Projects Funded by 20% Development Fund and Investment Priority Areas, which when implemented would have great impact on the economy and on the lives of the Pangasinenses particularly the poor and the marginalized sector.

Meanwhile, the DTI-DPWH Convergence Program on Road Connectivity for Industry and Trade known as ‘Roads Leveraging Linkages of Industry and Trade (ROLL IT) Program,’ a five-year program to kick off in 2018 which will be funded by the USAID was also presented for the information of LGU heads.

LGU heads who were present during the PDC meeting include the mayors of the following towns and cities: Alaminos City, Alcala, Anda, Basista, Binmaley, Burgos, Laoac, Mapandan, San Jacinto, San Nicolas, Urbiztondo, Urdaneta, Asingan, and Calasiao. Representatives of the LGUs of San Manuel, Bugallon, Sison and San Carlos City also attended.

Also present is Board Raul P. Sison, Provincial Administrator Nimrod Camba along with the various department heads and chiefs of hospitals and some representatives of different non-government organizations, women associations, tribal associations, PWDs, Pangasinan Visitors Bureau and the Office of 4th District Representative Christopher George Martin De Venecia.
