HLURB finally approves Dagupan’s CLUP

IT’S all systems go for Dagupan City.

This was underscored by Mayor Belen Fernandez when she returned from the Housing and Land Use Regulatory Board (HLURB) with the copy of approval of the of the Dagupan’s Comprehensive Land Use Plan (CLUP) and its accompanying zoning plan.

Fernandez, accompanied by other city officials, received the Certificate of Approval of the CLUP and Zoning Plan covering the period 2015-2025 as provided for in Resolution No. 945 series 2017 of the Dagupan Sangguniang Panlungsod (SP) from the head office of HLURB in Quezon City.

An overjoyed Mayor Fernandez exclaimed: “Congratulations to the people of Dagupan. We are now looking forward to a bigger and better Dagupan.”

She thanked Councilors Maybelyn Fernandez, Jeslito Seen, Jose Tamayo, Alvin Coquia, Marvin Fabia, Lino Fernandez, and former Councilors Jesus Canto and Karlos Liberato Reyna IV for helping pass the CLUP and the subsequent Zoning Ordinance that went with it.

Accompanying Fernandez to receive the HLURB document were City Administrator Farah Decano, City Engineer Virginia Rosario, City Legal Officer Victoria Cabrera, Civil Society Chairman Liberato “Ope” Reyna Jr., former city officials Romeo Rosario (city planning officer) and George Mejia (city legal officer) and Nic Melecio.

Fernandez cited the significance of the approval of CLUP and zoning plan as it came before Dagupan is about to commemorate its 70th charter anniversary on June 20 this year.

The new CLUP and Zoning Plan will be the dominant bases for the future use of the city’s land resources, she added, pointing out that the city waited “for 38 long years before updating its old CLUP enacted through Ordinance No. 957, series of 1978 under then Mayor Cipriano Manaois.”

The three-man opposition in the Dagupan council, supported by Vice Mayor Brian Lim tried to block the passage of the CLUP in June last year before Mayor Fernandez began her second term of office, but the seven members of the majority allied with the mayor joined hands to ensure the passage of the measure.

Unable to stop or delay the passage of the measure, Councilors Red Erfe Mejia, Guillermo Vallejos and Alfie Fernandez walked out of the session with Lim.

The CLUP highlights the optimum use of the finite land and water resources of the city through the identified development projects of the city in the next 10 years, the mayor said.

Under the new CLUP, three growth areas were identified, namely, Lucao-Pantal,  Caranglaan-Tebeng, and the Bonuan. The growth centers identified in the 1978 CLUP that did not meet approval of HLURB, are already congested.

Fernandez added that with the new CLUP in place, Dagupan will further boost it’s position and economic vibrancy since the new spatial strategy seeks to enable other villages to develop faster and catch up with the development of the present commercial centers in the city. (Leonardo Micua)
