LINGAYEN—The construction of the first drug rehabilitation center of the provincial government located in Barangay San Vicente, Burgos town is now 60 percent complete, according to Gov. Amado Espino III.

Espino said if construction of the center will not be hampered by bad weather, the target is to make the rehab center operational by July this year.

Being built on a two-hectare lot donated by the family of the late Burgos Mayor Demetrio Cabiles, the facility is designed to accommodate only from 200 to 250 drug personalities.

“We will accommodate only the moderately affected drug users, leaving the hard core or worst-affected under the care of the Department of Health (DOH).

The center’s program will require the enrollees to remain inside the facility and attend daily lectures and discussions by doctors and accredited trainors.

The first batch will be selected from the more than 19,000 self-confessed drug users in Pangasinan based on assessments on the degree of their drug affectation.

The Department of Health (DOH) will assess those who surrendered upon the recommendation of the PNP and the local government units.

The governor said, to date, the construction of the main building in the facility is ongoing while fencing of the two-hectare lot is already completed.

He added that several buildings will be built in that facility, including quarters for doctors and trainors.

The governor said that since there are many moderately affected drug users who need immediate rehabilitation, the provincial government will ask LGUs to organize their own rehab programs for the benefit of their affected constituents.

The provincial government has began identifying the personnel from the Provincial Health Office, the General Service Office as well as the security unit, that will man the center.

The selected personnel will be made to undergo training to augment the regular pool of professional staff to man the center.

Also involved in the project are the Provincial Legal Office, Department of Education, Department of Social Services and Development, the Philippine National Police. and the church. (Leonardo Micua)
